Samuel Wander is a resident of a homeless shelter, where he stays at night. When the morning comes, he goes to a food bank, walks the streets, visits the library and bus station, and generally roams the city. He is a very likable person who fell on very hard times. Samuel confided in his social worker that he sold his Independence Card (food stamps) to get money for beer that he shares with friends who have even less money than he. To do so is illegal, and Samuel could lose his benefits, but he is a peaceful man, and he is using the money to have a few beers with his friends. Should the social worker report Samuel’s behavior? What are the ethical reasons for and against reporting Samuel’s behavior?
